Contract Block Destruction Destroys Credits

Behavior:
Creating a contract puts the payment value in escrow (e.g. a contract that pays 10,000 credits will cost the contracting player 10,000 credits.) Destroying or deleting a contract block does not refund contract 'payment' and they are lost forever.
Reproduction:
Observe player's credit balance. Create a contract block. Add a contract with some payment value. Delete or remove the contract block by any means.
Expected behavior:
If a contract block is removed, credits reserved for contracts should be refunded to the intended recipient.
