constant game stuttering

I had been playing game for years on my old system. Last week i got brand new ryzen 3700 system with 32g of ram, M.2 raid, nvidia 2070...etc. I figured i will give a new PAID DLC a go on a new computer and its unplayable. Game freezes every 5 or so minutes for a minute or 2, after which it unfreezes and let me play for 5 more minutes and its happening constantly.
I had disabled Windows Defender real time shield already. No effect.
