Changing Keyboard Controls

Game has a lot of controls that are not changeable (and sometimes not even listed in in-game help).
However it is possible to bind the keys associated to those functions to other, user-changeable functions.
Either forbid the rebinding of these 'special' keys or add ability to change all used controllable functions and their keybinds.
