since the new patch, i am unable to control the view. it keeps rotating downwards meaning i look at my feet all the time.

Do you happen to use easy inventory? Pressing the alt key (for easy inventory) will let you move your camera up or down, with the mouse and you will have to enter 3rd person view to reset it. Perhaps that is your issue?
