BUG: Safe Zone Lock-Out linked to DLC

Setup:
FountainCore Survival PVP server
1 safe zone with 250 zone chips
1 large large-grid reactor
Vanilla Safe-Zone skin
-- While the vanilla skin is enabled I am able to establish all check-box features such as grind, weld, and build.
Change:
Friend changes the safe zone to a DLC skin
-- Unable to enable or disable features such as grind, weld, and build and also unable to re-enable the vanilla skin
Fix:
-- Have a friend set to vanilla skin or change settings
Problem:
Not all the time are friends available to change DLC settings and this can lead to either exorbitant time wasted for them to be online or forces people to buy the DLC when stuck in this loop.

Exact same bug on Official NA #3 - my faction buddy changed the exterior looks of the force field by DLC only button. i am unable to adjust any settings on the safe zone block even though i am the owner of the safe zone block.
