Blueprint "send to player" doesn't seem to have a "submit" button

Steps to reproduce:
- Find a blueprint in the f10 menu
- Select a blueprint
- Click details
Expected result:
I should be able to select a player from the dropdown and click a "send / submit" button
Observed result:
"send / submit" button does not exist.

Note: The bug is not that the button is missing, but sending has been done in moment of selecting the name in dropdown menu. That's how it was supposed to work. But there is bug that it is sent to wrong player (steam id 0, which does not exist).
