on the Public test I cant seem to change the block placement distance in survival ,it gets really annoying

The Public test is not currently running. This happens in the current stable build of Space Engineers and I think this is by design. In creative mode you can adjust the distance that blocks are placed by holding Control (I think, or maybe C by default) and scrolling the mouse wheel. In survival you are limited how far you are allowed to place blocks, so it's locked at the maximum for that play mode. I don't think this is a bug.
