Assembler displays incorrect values for available materials

This doesn't make sense.
Assembler actually has 0.6667 of platinum. Make it display "Available" value rounded down (0.66), not up or, even better, adjust the division at x3 assembler efficiency multiplier so it consistently uses either 0.67 or 0.6667 fractions for 2/3.
