Air Vent not quite reaching full pressurization

Air vents bouncing back and forth between 99.99% and 100%; causing performance problems. Seems like a rounding problem; Turning them off and on again, sometimes fixes it, but in doing so, can cause other air vents working for the same room to start having the same problem. Video below showing vent constantly pressurizing, and constantly bouncing between 99.9 and 100%
