3 years old Problem with Blueprints

Look, I don't care if you can see that I accidentally posted about this issue before—I just want help, finally! For three years, I’ve been trying to solve a problem that prevents me from uploading blueprints—or even saving them when the cloud is enabled! Every time I try to upload a blueprint to Steam, I get an "unable to connect to service" message. Steam hasn't been able to help me either; they told me it’s your problem, and I just want a solution! I’m a content creator and I want to share my blueprints with my community—why is it so hard to get a clear answer on this? And yes, I’ve tried everything Google suggested, and no, it doesn't work on other PCs either.
