Owned DLC content missing in-game after full reinstall entitlement check issue

Hi,

I own and have purchased all Space Engineers DLC packs (confirmed via Steam purchase history and the in-client DLC page, all checked/enabled). After migrating to a new PC and doing a full clean reinstall, several DLC items are missing in-game — including [decorative/food-related blocks] and the Action Relay block.

I worked through this extensively with Steam Support, including inspecting the game's Steam depot data directly via console (app_info_print 244850). This confirmed AppID 244850 has only 5 actual Steam depots (base game, Deluxe Edition, Frostbite, Signal Pack, and one unlock-only entry). The other DLC packs I'm missing (Prosperity, Economy 2, Core Systems, Apex Survival, Fieldwork, Contact, Anniversary, Decorative Pack #3, Automatons, Warfare 2, Heavy Industry, Warfare 1, Wasteland) have no separate depot — meaning their content ships inside the base game files and access is controlled by an in-game/client-side entitlement check, not a Steam download.

Given that, this looks like a local entitlement-cache issue on the game's side rather than a Steam problem. Could you help me identify what local file or process controls DLC entitlement recognition (e.g., a cache file, local database, or first-launch check), so I can clear/rebuild it? I'm on a fresh installation following a PC migration, which may be relevant.
