<EndOfLifeSound> variable not working properly during first game load

This is a revitalize of a previously closed bug report found here:

Can confirm the issues still persists at the time of this writing. Have also been confirmed by other modders who are creating their own blocks with custom EoL SFX.

Reproduction steps:

- Open the game

- Create a new world and load this mod

- Load the newly created world

- Once loaded in, create a platform with the large grid missile launcher. Create another platform across from it to shoot at.

- Fire the rocket launcher and watch it as it makes impact. There should be no impact sound.

- Save then refresh the world with F5. Repeat the firing process again and this time there should be an impact SFX.

- SFX will play properly until you close the game.
