No Non-Factorum Encounters Appearing

I run a cross-play dedicated server using Nitrado as a provider, At the start of the world encounters worked fine, but now seemingly randomly all encounters (minus Factorum) are seemingly unable to spawn. This also includes unknown signals. I have attached the config file converted to a .txt to this ticket. If I need to add anything else to further diagnose the problem please let me know.

I just wanted to provide an update:
The sandbox.sbc file for the individual world overwrites the sandbox_config.sbc file for the settings. after adjusting the sandbox.sbc file, encounters both planetary and in space seem to be working again.
Still no luck with getting unknown signals to work however.
