Dedicated Server "Error downloading Server settings!"

Hi my Name is Tobias i have set up a dedicatet server with the Steam Dedicated Tool

i addet some mods all did run fine...

But after i addet 44 Mods the Server displays at the Multiplayer list ingame the Errror

:" Error downloading server settings!"

i tryt to reinstal lSE i tryd to reinstall the ded server tool i reinstalled Steam

i did switch the drives

i dont know what to do else
