Ship tools working inside safe zone, even when the respective option is disabled

How to reproduce:
Create a Safe Zone, enable it but leave "allow drilling" disabled.
The hand drill is correctly blocked from activating inside the safe zone, but the small/large drills works.
The same happens with the grinder, the hand grinder is blocked, but the small/large block versions works.
