Cannot publish a blueprint to workshop if mods are involved

Recently I've been having the "Error accessing service" problem when uploading a blueprint or world to the workshop. I have since then resolved it myself, but I cannot fix the problem of publishing a blueprint or world to the workshop if a mod is involved. Doesn't matter what mod it is the blueprint or world gets the "Error accessing service" problem. I am on experimental mode with syncing OFF (the storage is basically empty). I have published items with a metadata file in them before and had no issue (about a month or two ago). Steam has stated that this issue is not something they can fix so I'm bringing it here in hopes it can be fixed.
