Weapons do not reload ammunition

Steam EU2 in video, but happens on other officials as well. I did not check in single player.
Rail guns and other weapons, both sizes, do sometimes not pull appropriate ammunition from cargo.
They take it if moved in manually from player or other inventories.
They steal it from each other if they can.
In the video i have 2 ships, both detached from station, no sorters, inventory with plenty of sabots.
I have the same bug
