Jumpdrive consumes 1kW even when off or damaged

In 208 the jump drive now consumes 1kW when turned off, unfinished or damaged below the red line.

I attached an image from a vanilla world with just a battery and an unfinished jumpdrive and battery is outputting 1kW.

Also 1kW seems like a lot for it to be idle, maybe reduce it a bit? Or ideally SBC-configurable.
