Radiation and hunger effects stopped working

I complete reset my server as I had too much of waste on it after aproximately running it for a year now. After setting it up it ran perfectly fine. Until this one day when food and radiation stopped working. It is not heavily modded but it runs some and it is managed with Torch. I have the hunger bar always at 0% and can eat as much as I want. The radiation completely disappeared.
I turned everything off and on. Did several restarts of Torch (actually every 4 hrs) and also restarts of the whole server machine. Nothing changed the issue.
