Small block event controller doesn't reliably trigger cargo % full

I'm using a small block system with an event controller to trigger a timing block that triggers emptying sorters when a cargo container is 100% full. The sorters are set on Drain All and the timing blocks trigger the sorters on. I got the event controller to trigger the timing block ONCE. It was very exciting. The system was reset to the start configuration and I attempted to start the cycle again. The cargo container would fill up exactly as before but the event controller would not trigger the timing block again. I tried triggering when a sorter was full and when a cargo container was full. Rarely works.
