Irrigation System block has no hacking threshold and can not be claimed

After I claimed a planetary encounter NPC grid and started to hack its blocks, I could not hack and claim the irrigation system. Then I noticed, it only has a "functional" threshold and no "hacking" threshold shown when welding/grinding it.
I have the same bug
