[Modding] Icons will not load if defined as .DDS or .PNG (upper case)

Specifying an icon using the .DDS extension will make SE not load the icon.
Changing it in the block definition to .dds (lower case) while leaving the actual file as .DDS (upper case) allows the game to load the icon.
All the same issues apply to .PNG (upper case) as well.
From some further digging, it appears this might be an issue any place an asset is referenced in a block or other object definition. I just attempted it with a .MWM model reference and got the warning about unsupported file extension.
