Skins and Emotes not available in Family Sharing
Not a Bug
I just purchased all the DLC with the intention of using it with family sharing, but a large portion of it is unavailable on the family accounts.
DLC blocks work, but suit skins, armor skins, and emotes show as unpurchased on the shared family account.
Considering all the DLC has the "Family Sharing" tag, with no exceptions listed, all the content should be available across the family accounts.

However, I will still summarize it here: this is not a bug but expected behavior. Skins and emotes are stored in the Steam Inventory and are not shared through Family Sharing, which only provides access to the base game.
