hydrogen/oxygen tank do not return to standby power consumption

Gas tanks do not return back to their idle/standby power consumption unless toggled to either stockpile or turned off.

To reproduce:

  1. Create a grid with a hydrogen tank, battery, and hydrogen thruster. Optionally a landing gear or magnetic plate to hold it in place
  2. You should see a power output on the batteries control panel of 1w. This corresponds to the standby power consumption of the hydrogen tank.
  3. Apply a small thrust override to the thruster. You should see the power consumption in the battery increase to 1000w
  4. Reset the thrust override, or turn off the thruster. The battery will still show 1000w current output despite being in an equivalent state to 2.
  5. Turn off the tank. Battery output should drop to 0w
  6. turn the tank back on. Battery output should return to 1w.

The expected outcome is that in step 4 the power consumption is 1w, as the tank is not outputting anything.

Please note that this happens even after the thruster has been turned off. This suggests that it isnt the extremely low observed idle fuel usage of the hydrogen thruster.

The high "idle" power draw even remains after removing the turned off hydrogen thruster
