Cannot upload a workshop item with thumbnail. Steam "error accessing service"

I will attempt to keep this short as this is an issue that has been seen in other threads In the past. I've been able to upload workshop items both blueprints and mods to the workshop without any issues, however just recently, I've encountered this issue where i cannot upload any item to the workshop, both blueprint or mod with a thumbnail. When i attempt to, i get Publish Failed: "Error Accessing Service". The logs show,


Error during publishing: LimitExceeded.


Just to inform, I've tried .png and .jpg. The size i compress the images to are less than 400KB. I've verified game files. Deleted the roaming folder. Disabled the cloud. Reinstalled steam without deleting my games. Completely deleted steam and reinstalled. I've followed basically every step from previous threads yet this issue persists.


If i could get any insight regarding the matter, it would be most appreciated. Thank you.

The error message "LimitExceeded" is returned directly by Steam’s backend and typically indicates that you have reached a temporary rate or upload limit on your Steam account.

These limits can be triggered by:

  • Uploading or updating many Workshop items in a short time.
  • Rapid retries after failed uploads.
  • Accumulated unpublished or private items.

Since you have already verified files, cleared settings, and reinstalled Steam, the issue is very likely on Steam’s side rather than within Space Engineers.

Suggested steps :

- Wait for 24-72 hours, then try again. Steam usually automatically resets these temporary limits.

- Try uploading without a thumbnail first, to confirm if the basic mod or blueprint data uploads successfully. You can also manually remove the thumbnail from your blueprint folder by following these steps:

  • Type %appdata% into your Windows search bar, this will open the hidden Roaming folder.
  • Navigate to: \Roaming\SpaceEngineers\Blueprints
  • Select the correct folder where your blueprint is saved (local or cloud), then delete the file named thumb.png or thumb.jpg inside that blueprint’s folder.
  • After deleting the thumbnail file, go back to the game’s Blueprints screen and check the blueprint you want to publish, you will see that it no longer has a custom thumbnail.
  • Now try publishing it again. This should allow you to upload the blueprint without a custom thumbnail, potentially avoiding the "LimitExceeded" error.

- Check your Steam account for any flags or restrictions, such as community bans or holds.

Thank you for the response and information! I've cleared up my workshop items however that did not fix it. I can upload workshop items both blueprints and mods without a thumbnail but when i try to upload with a thumbnail, this issue persists. As mentioned, I have previously uploaded mods and blueprints that have thumbnails without an issue.


It was around a fortnight since my last workshop upload so I don't know what changed to cause this issue. I will wait 24-72 hours before retrying again.

The issue has not resolved itself unfortunately. I have attempted another go but I get the same issue: "Error Accessing Services".

I have additional information. I cannot make a blueprint with the cloud enabled in-game. I can only make a blueprint locally.

I would like to inform that I have resolved the issue. It seems there was a corrupted folder, most likely a blueprint within the cloud folder at "Roaming\SpaceEngineers\Blueprints\cloud". I didn't know which folder to be specific, so i went in-game and deleted all my cloud blueprints and removed them from folder directly too.


This solved both issues allowing me to publish to the steam workshop with a thumbnail and create cloud blueprints again.
