The root cause lies in how the server handles restarts. During a restart, a player (in this case, you) is temporarily offline, but welders may continue their work. While you're offline, the server can’t verify whether you own the textures being used, so it defaults to welding with generic or “default” textures. So in a way, the behavior is partially expected.
The same thing can also happen if, for example, your faction mate welds a projection with your welders while you’re not online.
