[Bug] Factorum Listening Post Bug

Found a bug where the Factorum Listening Post's shield becomes online again after a server restart.
So the context is that if you managed to take out all the sub-station with the action relay, bring the Listening Post's shields down, and the server restarts shortly after. The shields on the Listening Post becomes online again without any way to bring it down again.
And any player inside is being pushed outwards of it, for some if you get inside and it becomes online again, you're hard stuck until you respawn again. But the shields will still be up.
