The power consumption of an AI block is solely dictated by the AI Function being enabled or disabled, NOT by whether the block itself is turned on or off. This means that an AI block that is turned off but has AI enabled still draws full power. Conversely, a block that is turned on but has AI disabled draws no power.
The way it should work is that a block that is turned off should draw 0 watts, period, regardless of settings (just like a TV or computer with a physical switch). When an AI block is turned on but AI is disabled, then it should draw minimal power, like 100 watts. When the block is on AND the AI feature is enabled, only then should it draw full power.
Unfortunately SE has had many blocks added over time that make no sense when it comes to power consumption. Just one out of many examples include the Contract Block, which consumes zero watts on or off. Meanwhile the humble light bulb consumes 100 watts IIRC. Anything with a computer should draw some amount of power when on, ESPECIALLY if it has an "On / Off" switch. What's the point of having that switch if it does nothing?
While this bug report specifically focuses on AI blocks, I strongly recommend that Keen does a "balance pass" on the power consumption of ALL relevant blocks, because right now power management is a proper mess...

TO REPRODUCE - Drop a battery and attach one of the AI modules to it in creative, and cycle both the "power switch" and the AI enable / disable switch and watch battery output for each combination.

Someone on Steam's forum suggested I leave a more "formulaic" STR, so here are the steps:
1 - Keep AI Behavior turned ON

2 - Turn OFF AI blocks

I can confirm the power is still used when I keep AI Behavior turned ON and turn Off all AI blocks.
STR :
1 - Keep AI Behavior turned ON

3 - Notice the Power still used and showing 20KW
Tested with following :
Floating small block grid having only 1 Large Battery and 2 AI blocks so AI Flight and AI Basic
