Cannot add hand tool to hotbar if not present in personal inventory
Not a Bug
Attempting to add a hand tool not present in the inventory of your character fails.
To reproduce, spawn in a normal survival world with basic tools, and attempt to add any non-default tool or weapon to your hotbar without having it in inventory.
Expected: I am able to configure my hotbar to contain an entry with the hand tool
Result: The tool does not behave like other entries in the blocks and tools menu and cannot be dragged or double-clicked into the hotbar.
I expect to be able to configure my character's hotbar regardless of the state of my inventory.

This behavior is actually not a bug. Items like hand tools fall under the “Character Items” sub-category in the G-screen (Tools, Weapons, Consumables), and these require the character to have the item physically in their inventory in order to use or assign them to the hotbar.
In contrast, blocks and similar items don’t need to be in the inventory — their availability for hotbar assignment is tied to the “Progression” system, which is more about your character’s knowledge/unlocks rather than physical possession. So these categories behave differently by design and shouldn’t be used as a direct comparison.
That said, if you feel this behavior could be improved or changed, we definitely encourage you to share your thoughts in a new thread on our Feedback forum. We always welcome community input when shaping future updates.
