Trade Stations dont spawn in custom solar system after economy is enabled.

When I make an empty world with no planets nor economy, then place planets and turn on economy after leaving and saving, no trade stations show up. No data pads with trade station cords shows up. No trade stations at all! Is there a way keen can fix this? I would appreciate that. Here is the conversation in the server help chat. I asked if I could use the chat to context, and one of the persons there who is a notable coder said yes.
