Won't let you make "Empty World" save when experimental mode is off

When you create an Empty World save with experimental mode off, at default settings, it gives you the error "Saved world is in Experimental Mode. If you want to load it, turn on Experimental mode in Game Options". It does work when you turn experimental mode on.
