Server Binding Issue on Steam Networking

I am encountering an issue with my dedicated server, and I hope you can assist me.

Here are the details:

On EOS networking, I use a specific IP (e.g., 86.90.143.213) instead of 0.0.0.0, and the server works perfectly.
On Steam networking, if I try to use the same specific IP, I receive the following error:
"Error binding server endpoint: The requested address is not valid in its context."
However, if I switch to 0.0.0.0 on Steam, the server starts successfully but does not appear in the server list.
