I have seen variations of this issue along with improper controller inputs. But none of the solutions have helped me.
I have the Microsoft Store Version
I have disabled everything Steam trying to get this to work
I am using a SCUF brand xbox controller connected via on board bluetooth
The standard input on hud is keyboard but when I am using the controller it will quickly flicker between xbox input hud layout and keyboard input hud layout

Just to verify, you're using both mouse+keyboard and controller inputs at the same time? We're aware of the issue you're describing happening when mouse+keyboard inputs can be read at the same time as controller inputs. That could be caused by a sticky keyboard key or some lint in the mouse's optical port, for example.
Could you please unplug mouse and keyboard and tell us if the issue remains?
