Factorum Stop spawning even when PCU is claimed

On servers I have run across an issue where factorum will stop spawning.
If I use Entity list and sort by owner I find lots of grids still listed by factorum. When I go and examine those grids it shows they are claimed by various players but just not deleted or hacked. Once I delete all of those grids the factorum begins spawning again.
There will be an entire encounter that spawns but it doesn't generate a GPS signal. All grids from that encounter along with the other partially claimed blocks have to be removed. I can't tell if the encounter that spawned didn't finish spawning in because of a lack of PCU. just too many grids to sort which are missing.

- Does this happen regularly in different worlds? For how long was the server running when the issue appeared?
- Would it be possible to share a world where the issue happens? You can access your save files by typing %appdata% into your Windows search bar and you will be redirected to the hidden Roaming folder. After that just follow: \Roaming\SpaceEngineersDedicated\Saves. Please zip the file and attach it here.
