Pirates, Cargo ships, Random encounters no longer spawn on Torch DS
Investigating
Since contact update, the vanilla Pirates, Cargo Ships, and Random Encounters no longer spawn on Torch dedicated servers.
Factorum and Planetary encounters however, seem to spawn as intended.
Not on a torch server, but on a single player game: SPRT and Economy encounters only spawned on my initial play session. After that, they all disappeared and new spawns stopped. Have only seen Unknown signals and Unidentified signals since.

Not noticing a thing, Ive heard that potentially build info has something to do with it. I tested it, and things spawned. but still, even without it. it happens, so I'm not sure whats up. its for sure happening to many others. My only work around so far is to just have MES running to take care of the cargo ships and SPRT spawns. but when they spawn.. the SPRT signals dont show like their supposed too.

- Is the issue still occurring? There were recent changes to encounters in update 1.205.026, as well as fixes related to Torch if you are using it.
Here are some general troubleshooting steps for addressing issues with Encounters that may prevent them from appearing:
- Ensure you're using the latest game version – Make sure you're on version 1.205.026 and have created a new world using the default settings for that version.
- Disable mods and Torch (server extender) – Some mods or the use of Torch may prevent encounters from spawning. Try disabling all mods and playing on a vanilla world to see if the issue persists.
- Reduce the number of NPC factions – Doing so will result in fewer Economy stations being generated, which can help reduce restrictions on the minimum distance required from other static grids.
- Ensure sufficient PCU for NPCs – There may not be enough available PCU for NPCs to spawn. Try removing pirate or other NPC grids to free up space. You can also increase Pirate PCU limit in Dedicated Server Manager (this applies to all NPCs, not only pirates). By default, there are 25k PCU allocated for Global Encounters and another 25k for all other encounters - PEs, unknown signals, and economy stations.

I just tested it with a brand new world, using the most recent Torch version and most recent Space Engineers version.
-All settings are default, including number of NPC factions (10 economy NPCs, SPRT, SPID, Factorum, Unknown)
-My test also included no torch plugins, and no mods.
-It's a brand new world - so PCU should not be a problem.
-I can fly around in space for hours with no pirates, no cargo ships, and no random encounters spawning.
This can be reproduced by starting a brand new starsystem world on a torch server, with no plugins or mods, and with default settings.

I con confirm what @Rushlow has stated. Even on a normal local save without torch. I barely see space pirate signals. And If I do.
They stay for a second. And disappear. I am running no mods or plugins for these tests as well.
Brand new star system. Completely vanilla. Local save.
Same happens with my dedicated torch server as well
