Hello, this is what the server says to me.
[ERROR] Keen: SpawnPlanetaryInstallation failed: couldn't resolve ownership for spawn group 'P4_ProcessingPlant'

Thank you for the report. This error can happen if the selected prefab does not meet all the criteria for the spawn (such as planet type, NPC fation type, etc.), so it is not necessarily a bug.
However, if planetary encounters do not spawn at all, I would recommend trying it on a server without any mods or without using any 3rd party software to run the server.
Any additional info will be appreciated.
