Event controller updates add/remove block when switched to OFF

The event controller block has a bug, which can easily be replicated.
Build a small grid with a warhead, event controller, battery, and a few armour blocks.
Set event controller to add/remove block event, in actions, setup the warhead to arm and detonate.
At this point if you remove an armour block, the warhead should explode.
However, if the event controller is OFF and you remove an armour block, then switch the event controller ON. The grid will still explode.
