Remote controlling a grid during a server restart, locks the remote control

My test situation is a small grid connected to a large grid via connector. I sit in the small grid and use the remote to control the large grid through the connector. If I am controlling the large grid during the restart, I cannot use the remote after the restart. Pressing the toolbar button for it in the small grids cockpit does nothing, using the remotes UI shows the control button greyed out. The only solution I have found is to grind the remote below function and then weld back up. Then it works normally after that.
