Repair Contracts on Keen server

I took a repair contract a few minutes ago on Keen server NA#1 NPC station SPRT in orbit over Triton. I have never been able to use a hand welder to complete repair contracts; but now since the Signal update, I was not able to use a large grid welder with all components needed to repair any parts past their hack/function line. They do weld up to that point, just not past it to complete the contract.
