Inset Button Panel "Anyone Can Use" setting does not work

I was trying to setup an Inset Button Panel so that anyone could use it but that does not seem to work. I can interact with the buttons but they just don't do anything.
Steps to reproduce:
- Setup button actions as desired
- Test, buttons work as expected
- Check "Anyone Can Use" check box
- Change block owner to someone else
- Activating buttons no longer does anything
Note: If I give away ownership of the block but DO NOT enable "Anyone Can Use" I get "Access Denied" when trying to interact with the buttons. With "Anyone Can Use" the "Access Denied" message goes away but the button just doesn't actually do anything.
If I use the Admin "Can Use All Terminals" setting to give myself the terminal back I can then use the buttons again.
My tests were performed in an Offline Survival world.
