[1.203.024] Create Lightning/Smite does not work

The ability for an Admin to create lightning at a spot on a planet or the use of "/smite" does not work in current version.
To reproduce:
1) Be on a planet such as Alien, Earth or Mars
2) Open Admin Screen and enable all Admin options
3) Open Weather tab from Admin Screen
4) Point at the ground and use "Create Lightning", nothing will happen
5) Look at the ground and use the chat command "/smite", nothing will happen
In both situations, a lightning bolt should be spawned on the target area.

The control and chat command seem to work on a private offline world, but I am unsure of whether it works on a Dedicated Server but definitely does not work on the Official Keen servers.

Thank you for the steps to reproduce. I was able to reproduce the issue and have reported it in our internal system. I also noticed that the lighting does not cause any damage; I reported that as well.
