Solved

When I was trying to go through the tutorial it wanted me to use the welding tool to get through a door by pressing RT, but it didn't work (neither does LT). It works when I try navigating menus but not when I try using tools or shooting the rifle I found. It did work when I used the mouse buttons but having to switch between the two is quite inconvenient.

I am sorry you are experiencing this issue. Unfortunately, I was not able to reproduce it.

Please try this workaround:

On your PC, open Control panel, switch to Large Icons
Go to Devices and Printers
Right click on the gamepad and open 'Game Controller settings'
Select the controller and press 'Advanced' button
Select 'Controller (Xbox One For Windows)' as preferred device
Press 'Ok' button
