space engineer will not load

hi guys, need help with this one,
had to install a new hard drive, added steam and reinstalled space engineers, verified and validated all the files (multiple times) have followed and tried everything (keen support past and present that even covered this - including removing the .cfg file) and tried to play offline but nothing happens. Game starts (loads the start screen) then nothing (no application started- maxes out the memory in the processes 2 million k) - other games in steam work without trouble.
starting to pull my hair out here guys - so please help!!!!

thank you for contacting us. I am sorry to hear you are experiencing issues with loading the game.
Can you please update your operating system to Windows 10 as you are currently using Windows 7?
Have you checked if Space Engineers is using the NVIDIA GeForce GTX 970 card and not the Intel(R) HD Graphics 4600 card? The NVIDIA GeForce GTX 970 is much stronger and could improve the performance.
Can you please try to download this: https://www.microsoft.com/en-us/download/details.aspx?id=35
It contains some libraries which could help you.
If you have not updated your graphic drivers, please do so.
If none of these advices worked, then please share your newly generated log with me.
