No AI or other DLC blocks available on Beta in either creative or survival modes.
Solved
I enabled the beta downloaded and tried to create several games.
First the easy earth start in survival, then saved and changed it to creative mode. I do not have the new AI blocks available and now there is no option for enable/disable progression in the menu.
I also do not have any other DLC blocks available at all such as the exhaust pipe or neon lights.
Dan2d3d suggested I come here for help.

thank you for letting us know about this issue that you are experiencing.
From what I can see, you most likely updated the game to wrong beta version. It looks like the very first beta of SE back in days from the image you shared.
The one that you want to update to is called "Automatons Beta". Please make sure you update the game properly to correct beta branch. You can find "how to" here:

Let me know when you follow the shown steps, you can update the game properly and get the Automatons Beta with the AI blocks etc.
