O2/H2 Generators Don't use ice when refilling bottles if the items are not in a certain order

To recreate the bug the H2/O2 generator has to be supplied LESS than enough ice to fill the bottles already in the generator.
Here is a step-by-step guide to see it better first hand:
- Have a powered O2/H2 generator with no possible conveyor access
- Put a 0% filled Oxygen Bottle into the empty generator
- Put 1 kg of ice to the second slot of the generator
Following this we see the generator adding 10% process to the bottle every tick while not subtracting any ice.
It seems the generator only subtracts ice if the ice is located on the immediate left slot of the selected bottle OR it can fill all the bottles with one subtraction. Trying multiple bottles gives mixed results.
Maybe the bug can be easily fixed if we separate the block into bottle and ice section, similar to a refinery. It would be a long awaited QoL update anyway.
