Underpowered Survival Kit doesn't drain power with same production speed

If a Survival kit can't drain 200.0kW of energy, then it only drains 15kW while still producing at same speed.

Somehow I missed this in previous testing, but all 3 Assemblers seem to have this issue at the time!
