Artillery instantly 'reloads' after assembling -> possible exploit

This isn't really a bug but should be added to avoid exploiting the new artillery.
At the moment you assemble the artillery it is ready to fire and skips the reload. This can be exploited by using a projection of an artillery and repeatedly grind, weld, shoot to skip all the reloads.
