[187.2] Debug view of ship tools ruins FPS over time and is persistent

Using F11 menu's debug draw and a ship tool that is turned on shows the red/blue spheres.
Problem is they're persistent draw and added every 10 ticks, quickly making quite a lot of them...
They also don't go away when you turn off welders or debug draw, requiring a world reload.
The spheres drawn in MyShipToolBase.ActivateCommon().
Those spheres should also probably be rendered regardless of tool being on or off.
