[187.1] Publishing a mod to update it does not preserve categories.

Solved

Before, when you updated a mod it would have the mod categories screen with the tags already selected with the ones in the workshop mod, so if you don't want to change them you just click ok.

Right now they're all unchecked when you click publish and it does in fact update the mod with no categories.

Tested with a mod that had only one category, "Blocks".

I have not experienced this. I published this https://steamcommunity.com/sharedfiles/filedetails/?id=584775207 this morning and all my prior categories are\were there. Was it perhaps a really old mod with a bad/incomplete info file or a steam connection issue?

Ah found more details, it seems to happen if you're not subscribed to the mod.

This issue did come back since modio was added, categories are no longer pre-selected but I also didn't accept to mod.io terms so maybe that's what breaks it.

And I was subscribed to the mods I tested with aswell so it's not the same issue as it was before.

Repro steps are the same:

- publish a mod with any tags (can skip if you already have a mod published)

- restart the game for good measure

- click publish again for the mod published above

- in the screen where you select tags they should be pre-selected, but are not.
