VOXEL HAND Not working on earth on my server

Voxel Hand does not work on earth. I also noticed the voxel on earth cannot be mined or destroyed. It works fine on all other planets and moons and asteroids except earth. Somehow it has become indestructible
It also worked before as i did some modifications in a canyon to make a base inside rock and now rock in that same base has filled up all the areas dug out by miner and voxel hand and now it cannot be dug out again. really strange behavior. also you can go through it sometimes and then you have to find a way out again..
The world is in survival and I was editing voxels as an Admin with "enable creative tools mode" on.
Is there a setting for this and how has it happened without interaction from me?
